A Need to Know: The Struggle for Democratic, Civilian Oversight of the Security Sector in Commonwealth Countries

A study of the accountability of the security forces in Commonwealth countries, based on five case studies. The report looks at the various oversight roles played by parliament, parliamentary committees, civil society and national human rights commissions and includes recommendations for improved oversight.

It examines the accountability of the military, police and intelligence services in Commonwealth countries with a focus on Sri Lanka, Nigeria, South Africa, Barbados and St Lucia and provides a special survey of the role of the committees in 37 Commonwealth parliaments.

The report is funded by the Foreign and Commonwealth Office, UK, the Ford Foundation, New York, and the Commonwealth Parliamentary Association.
